Elk City Woman Charged w/ Obscene Communication w/ Minor

An Elk City woman has bonded out of jail after allegedly using obscene communications with an underage boy.

According to a probable cause affidavit, 31-year-old Kasey Jo Carter used her Apple IPhone as an electronic communication device to communicate an obscene proposal to a 14-year-old Elk City boy with which she was acquainted.

The court document alleges that an ongoing conversation beginning in mid-October of 2017 lasted for several days and that some of the conversations were through Snap Chat and Messenger after first communicating with a computer system network.

A detective with the Elk City Police Department says that Carter sent a photograph of herself allegedly in her bra showing cleavage.

The investigator wrote in the document that sending a picture of this type may not always be sexual conduct, with the totality of the circumstances of the case, he believed there was probable cause that it was meant for sexual conduct.

The content of some of the conversations was found by family members of the 14-year-old boy who then went to police. Carter, later, attempted to apologize to a family member of the youth when she was confronted about the photograph, allegedly admitting that it was her in her bra and it had been a mistake.

Carter claimed, as a victim of divorced parents herself, she was helping the youth who was experiencing a similar situation cope, however there was no reference to divorce found in the communications with the boy.

The document says that the detective had probable cause to believe that an average person would consider the conduct as “grooming” and that the picture was meant for sexual conduct of a minor being 14-years-old.

Carter has been charged with violation of the Oklahoma Computer Crimes Act and obscene, threatening or harassing electronic communications.

The case was filed Tuesday when a warrant was issued for her arrest with bond set at $10-thousand dollars – which was reduced to $5-thousand dollars yesterday, when she was released from the Beckham County Detention Center.

A court date has not been set, according to online court records.
