Mother of Juvenile Victim Also Charged in Alleged Rape

The mother of a 13-year-old alleged rape victim has also been charged in the rape crime.

30-year-old Megan Nicole Brown has been charged with enabling child sexual abuse and follows the recent court case of first degree rape filed against a Duncan man last month.

The man, 19-year-old Jarold Scott Neal, is in the Beckham County Detention Center after being charged with the rape of a juvenile who recently gave birth to a child.

The victim was 13-years-old at the time of the sexual encounter.

According to a probable cause affidavit, Neal allegedly confessed to having sex with the girl four or five times in a three-month span in 2016 when he would live with the victim and the victim’s mother at a housing complex on West 10th Street in Elk City.  He stated that the sexual encounters were from April to July.

At the time of the interview with investigators, he admitted that he did not know if the newborn was his or not, but he said he knew the victim was 13-years-old at the time.

According to the probable cause affidavit regarding Brown’s felony charge of enabling sexual abuse, Brown allegedly admitted to investigators that she knew Neal was staying in the juvenile’s room and admitted that she did a very stupid thing, referring to Neal and her daughter.

She also told an investigator that she had a sex talk with the two, but mainly spoke to her daughter.

Both Neal and Brown are in jail on $50-thousand dollar bonds, each.

He’s due in Beckham County District Court for a preliminary hearing on March 28 and Brown is due in court for her hearing on May 2.
